Ah, but the five people will tell others, who will spread the story, and the newspaper article will garner more approval. Ianto will be a hero as saving a dog is well approved of. Jack will not be pleased, but will understand. Torchwood's approval rating well go up, even HM will be pleased as she's a dog lover. A good result all round.

I think the publicity is what will end up bothering Jack the most, Torchwood is supposed to be low-key if not completely secret. But Jack can't criticise Ianto for saving the dog. I'm sure he would have done the same thing in Ianto's place.
