Yes they both made mistakes, but were trying their best. Gwen, Owen and even Tosh, will in turn judge badly. AT LEAST Jack has acknowledged his errors. He will help Ianto accept the truth, and help the others realise IANTO ACTED OUT OF LOVE, NOT STUPIDITY. HE DIDN'T KNOW JUST HOW DANGEROUS THE CYBERMEN WERE

Exactly, although I don't think Tosh will be far behind Jack in realising that she's been unfair to Ianto. Owen should be more understanding though. He would have done the same if it had been Katie.
