I have a feeling Owen was needing a hug as much as Tosh was and a hug from a friend who knows what you're going through because they're dealing with the same thing is better than trying to find comfort in a stranger.

Besides, I think Owen does genuinely care for Tosh beneath that grumpy exterior.
