The formation of an official agency. Despite Hakuba-san's past efforts, the Manor still lacks proper infrastructure. I'd like to change that. Are you interested?

I think it's important to have some sort of legal system-but Hakuba is right. You can't demand respect, you have to earn it. You're familiar with the term 'Rome wasn't built in a day' I assume.

Unless we can prove our efforts aren't selfish then it'll be difficult to get anyone to support any kind of order or even cooperate.

Of course not. However, respect is more easily gained when there is unity. At the moment, we are all scattered; it's no wonder that the detectives of this place cannot command any respect. Structure will be essential if respect is to be gained at all, don't you think?

Of course, but even then, people won't respond positively if they've just gotten here and we're shoving rules down their throats.

....I think Watson-san and the Doctor have it right-education is going to play a key part in getting everyone to get along.

Perhaps it would help if say, there were a growing population of children that could be indoctrinated to think in a certain way- Oh yes, Light had taken that into consideration with his own plans as Kira in his world- but the Manor is far from that. What exactly were the idiot Doctor and Watson going to do- somehow teach everyone to obey the law? He holds back a scoff.]

Enlighten me how that will help us if most people at the Manor are either old enough to have completed compulsory education, or are of an alien species?

In any event, people won't respond positively to many things. Does that mean we should not try? Should Rome not have been built at all?

I'm not sure what they're up too- but if the Doctor's truly as old as he says he is then he most know what he's doing.

I'm not opposed to trying new things and it's obvious something has to be done but we need more than just three or four people backing us up.

[There are a series of snappy retorts to Conan's assessment of the Doctor, the loudest of which is the question- Have you ever spoken to the Doctor?! Light has more regard for worms than he does for the Doctor; At the very least worms made soil fertile. The second retort is the one he does verbalize.]
