I need to check with someone more closely involved in the second victim - I saw the scene after the fact, but so far, both Shiki and Oz were drugged before they were killed. Neither of them showed any signs of restraints or a struggle. Same agent, same too-clean sort of crime scene, which implies the same killer despite the whiplash changes in methods and victims.
The changes in methods - ... I need to confirm something, but I think the killer is playing chameleon; they're mimicking different people in the Manor. Everything was very carefully arranged and managed; the different victims make me even more convinced it's not personal. I suspect they're taking attacks of opportunity, which are hard to prevent with the way people here tend to scatter, and they work fast enough that as horrific as the crimes are, I'd say they're not giving themselves more of a window than an hour or two for their crimes. They've likely been paying attention to people's coming and going, as well - they're too careful about not leaving physical evidence to be careless, and have likely been planning this for some time; the opportunities may not be entirely random - some of it may be people's habits, or watching places people go to be alone. In all likelihood, the killer's had a way to monitor people in the Manor previously, either by some kind of electronic devices, magic, or surveillance - Possible, if they're someone that can use the ductwork to their advantage; someone small, your size or maybe Kaito's, could get through it. As much as the attacks aren't personal? They're enjoying this. They might have some kind of agenda they've convinced themself is what they're after, but it's what they want to do, or a compulsion they've been sitting on waiting for an opportunity.
Whoever we're looking for? I doubt they've made themselves very known... they might've spoken to people on occasion, but this probably isn't someone extremely social, they'd rather be overlooked or forgotten about. There probably won't be anyone that doesn't have a reason to know them, that will know anything about them except maybe a vague "there's a quiet person who keeps to themselves mostly off that way".

I think you're right about the killer mimicking people in the manor- I can't say for sure on the first two victims but the third- a while back Mello killed someone because they were attacking- he aimed right between the eyes- he didn't take out the kneecaps at that time but it that is also a method used in the mafia- as I'm sure you know.
--If our killer is using the ductwork then I suggest- as a precaution we turn the heater up so that no one can crawl through the ducts.
I'll check the list of residents for people we don't see often- though Mello is pretty sure he knows who it is-not that, that makes them the killer.
