That's my understanding, too. Which was loads of fun when I was in college; my eMac (looked like a big CRT monitor, weighed fifty fucking pounds) had that capacitor problem, but the nearest Apple store was three hours and another state away. I felt sorry for the tech who had to drive out to my campus, especially when the replacement logic board was also faulty and he had to come back the next week.

I have no idea, I don't use their products. That sounds appropriate, though - most of the things I buy make me call customer service and have only their preferred techs look at it or it violates the warranty.

I have a (very) small business on the side where I fix broken iPods & iPhones. It'll void your warranty to go to someone like me (although it's a lot less cheaper than Apple) but trust me, there are hundreds of people -- including a few major retailers -- who will gladly look at your Apple product, provided you don't mind voiding your warranty.

I've taken my mac computer to Microcenter before, but like you said, that was only because that store has licensed Apple technicians. I'd assume similar applies to their other products (basically anywhere with an Apple licensed technician).

I agree with the above though; I learned the hard way it's better to just skip the middle man and take the product straight to the Apple store. Especially since I'm discovering that Apple likes playing similar games to what's described in the OP, and the Apple stores have a lot more power to help you in those situations than your typical middle-man location.

Authorized resellers that have a licensed technician on staff can repair Apple stuff under warranty.
