Are you saying you got a returned check fee and they never tried to debit your account resulting in your not-a-bank turning them down? They're saying you essentially bounced an electronic check, and your statements show no debits from them at all, whether successful or failed?

If so, you definitely should have your money back with an apology. And of course make sure they haven't dinged your credit for it.

If they still won't fix their mistake, send a letter to them certified with return receipt requested (so you get the card back showing exactly when they received it and who signed), CCing your state attorney general.
Making them sign for it not only strengthens your paper trail, but they'll take it more seriously. (Obviously you don't need to send the AG's copy certified, heh).

That generally does the trick. And if I read your story right, yes, you are absolutely correct to get a full refund plus anything it cost you (such as the returned check fee causing you to bounce a check elsewhere before you realized they'd helped themselves to an unauthorized $20.)
