Bringing up a character's sexuality in a public setting, out of the blue, with no tie-in to the current conversation, and knowing that character is uncomfortable with letting everyone around her know she likes girls, all so that your character can mention how they don't have any problem with it?

Is it IC for the other character to be so hung up on their own ~inclusiveness~ that they trample on people's feelings or is this an OOC problem?

My thoughts exactly. I can see this still being IC. The fact it ended up here suggests it probably wasn't, though.

It's IC for them to be impressed with their own inclusiveness, but not for them to bring it up out of the blue. It's a character that is quite full of himself, but who does still have pretty good social skills. This situation in particular just came off as the player going "Look! LOL, isn't he great!"
