Seriously, in what universe is a 300 to 500 word (minimum) requirement TOO LONG for a character background/history/bio? Frankly, I don't think it's long ENOUGH, most of the time. My last bios have all been 700+ words easily. One of my players just submitted one that was 1000+ words.
I have heard from a couple players that some players may not want to join my games because of that length requirement. To which, I can only say, if that's the case, then I don't want those players. Because a player with a well-developed character should be able to manage that. Unless the char is a 17 year old with a COMPLETELY normal life, and does NOTHING of interest? You're going to have more to write about.
Now, I freely admit I've submitted apps with shorter backgrounds. I've also worked hard on my last few apps and exceeded the 500 word minimum. So I know damn well it's doable.
Edit: I've gotten quantity =/= quality pointed out (a number of times), as well as opinions that having a word count in general may be a turn off. So I think I'm editing the bio requirement to say: "A comprehensive, well written bio with a general overview of the character's history, and a focus on at least two significant events that have influenced them." Any thoughts on that? :)
