After more digging I found this report on the same video:
The scene is of extreme cruelty!
At least three young people, likely of Mauritians since heard them distinctly in Mauritian Creole, cut a horse before the eye of a camera.
While one practice a deep gash in the neck of the animal with a sabre, another taken by the reins, and requires it to walk, while the third filmed the scene.
The worst is that on several occasions the clip of a minute and 27 seconds, means young people laugh and clearly take pleasure in their act of barbarism.
First, the Mauritian authorities attempted to stifle the case. They still have in memory the world protest campaign that he had been following the case of the so-called living dogs given as bait for sharks, at the meeting. And the consequences on the image of our island.
But internet is by definition incensurable, and the video is currently already around the world, even though it has been posted for the first time yesterday morning.
And the reactions are not made to wait. Foreign associations for the protection of animals have attracted the attention of the Mauritius Society for the Prevention of Cruelty to Animals (MSPCA) on the case and even threatening to start a campaign against Mauritius if the perpetrators of these acts are not arrested and the sanctions against them.
Police started an investigation and a Mauritian website announces that the authors of this monstrous act - which we clearly see the face of two of them - could go on their own initiative, tomorrow, to the police.

If you want the cruelty on that video to be known in the horse world, I suggest posting it on the Fugly blog, it's a more appropriate place for reporting cruelty cases and it has a rather large number of followers all over the world.
