На Википедии говорят, что это означает, что, например, компания ICQ имеет право издать сборник стихов, которые пользователь послал своему рецензенту через ICQ, причем сам пользователь уже не имеет на это права.
Я такой язык не понимаю, но вроде бы похоже на правду. Последняя часть только несколько сомнительна, я не понимаю, из какого предложения оригинала это следует. Типа "not limited to, publishing the material or distributing it" означает, что можно еще и запретить?
