We Have a New Mayor?

I just heard on the radio today about a proposal our new Mayor made today. It has something to do with helping the traffic flow better downtown. I remember something about wrecker drivers having to have a new permit and the parking meters not being free anymore. I also heard something about having to go through the HPD to hire off duty police
