First, with access to the community, it allowed him to spy and get accustomed to people with his acting, so he could use them whenever he felt it was necessary. Second, the community members there were so gullible, they believed just about anything he told them. There were some he knew that to convince would be near impossible- but that's why he stayed away from them in the first place.
And now- this boy, a vessel- he was such an easy target to take over. Rock would lead Shuyin towards Vegnagun, and, once they were there, he would assemble the parts and add them to the massive machina, before awakening it and unleashing chaos upon Spira. It was something the spirit had been dying to do for a millenia, and now, it was so close within his grasp he could almost taste the victory before him.
After being dropped off by Eris, Shuyin could only chuckle as the view of the exterior of the Bevelle temple came into view. There wouldn't be much resistance put up from a few priests and a few guards, and in fact, if he was lucky- he could possibly threaten a few into healing the boy. Try as he might to keep up with his plans, Rock's body would only go so far before caving in to exhaustion and weakness. Once he was healed, that problem would be fully solved.
And so- onward he walked forward, a malicious smirk forming across the boy's face, ready to raise hell and end all life on Spira.
