No. Nobody is really in a position of power here. As stated in the guide, we all come from different worlds. There's too much potential for conflict if anyone assumed a position of higher authority.

Mostly. Of course, there are some that are trusted more highly then others, or people who have been here the longest... Those are the people that most residents turn to for advice or leadership. But nobody is the official 'leader', or 'king' as you seem to prefer.
