It's been a while, but I've watched and re-watched the Ecclestone series quite a few times (the first Tennant series also), and your review is gibes pretty well with what I remember.
I give it a 3.5 rather than a 4 partly just to have a point to start an argument with, but also because Davies' penchant for ignoring the importance of the SF elements bugged me more than it seems to bug you, at least a bit.

I also think there is a bit of a ... not quite a filler feel to it, but a sense that Davies hadn't yet quite determined his direction. I wonder if at that point he was sure that there was going to be a love story or not?
At the same time, the brave girl who remembered that she got a bronze in gymnastics was very much on display in "The End of the World" even if she didn't get to do a whole lot. Whatever was going on with the love story, Davies really seemed to know what he was doing in terms of giving us a tale about a young girl learning to be a hero.
