Basically, it completely annuls all state-level penalties for possesion up to an ounce, including the disqualification for various grants and programs and so forth that simple possession would previously get you, and replaces them with confiscation and a $100 fine, or both those and a mandatory drug education course if you're a minor. It's basically no worse than the average speeding ticket- Even less so when you consider that it doesn't screw you over on insurance rates like a ticket does. And like a speeding ticket, all funds collected from the citations go directly back to the community the offense took place in.
And yeah, Obama by himself isn't gonna hit a switch and make everything better. But just the simple fact that there *is* a change, that there's someone who can actually inspire in office, gives people hope. I mean, did you see the reports on the parties in various cities on election night?
