What... Is your quest?

I'm running into a snag.

I've got an assortment of video files that I would like to edit; cut parts out, move parts around, join them back together, all that. However, I don't seem to have a program available that can actually do that. I have a thing from Nero that claims to be able to do it, right up until it inevitably errors out shortly into the re-encoding process. And the handful of shareware programs I tried before that all produced much less than optimal results, even ignoring the crippling limitations they put on their trial versions. What I need is something that'll let me cut and join a large variety of media files (particularly .avi and .wmv), actually encode the results, has an interface accessable to someone who doesn't really know what he's doing, and that preferably isn't ~$60. I haven't found it yet, and would appreciate any pointers the community at large could give.
