Pissed off at SHIELD/Government

Are there any stories where the Avengers get pissed off at SHIELD/Government and how they handle things. A good example is the World Security Council sending the nuke to blow up Manhattan! Or stories where the Avengers take down a corrupt SHIELD?

I was reminded that it was the WSC, not SHIELD that sent the nuke. Thanks, Tama-abi.
