(FOUND, THANKS 🙏) Loki fosters (and eventually adopts) Tony and others
I remember it's on AO3 and completed.
Loki fosters Tony along with, Sam, Bucky, Rhodey, and Peter.
He learns that Tony was assaulted by his previous fosters and helps him move through it. The previous fosters try to kidnap him from school. They eventually go to court where he testifies against them.
After this Loki adopts all of them.
I remember it's also part of a disconnected series.
