So, I'd like to see the Avengers, by way of Tony tech, Loki meddling, propaganda videos, or even Coulson, find out that Steve is actually pretty fun around people he's close to. (This would be set early on in their relationships with each other, like just before or right after they all move in together.) As a result, they suddenly want to get to know Steve as a person, not just Captain America.
As for the pairing, I don't care who, just one of the male Avengers. Some envy of Bucky would be awesome, too. The existence of past Bucky/Steve is up to you.

It usually ends with them leaving after he's slept with them, or got a name for themselves. So when Steve doesn't stay, doesn't treat Tony like he's easy - so Tony assumes it's money. Which for him, is worse than the first two, especially as he is starting to fall for Steve. He can't decide whether to splash out (to keep Steve) or to leave/act tight with money. Turns out, Steve doesn't expect him to pay for everything. Tony's mega lost and confused because it it's not fame or money, what the hell does he want?
I'd love a (drunk?) Tony ask Pepper why she think's Steve is still here, and Steve to over hear it. Cue Steve being wonderful and possibly fluffy :)
