If this was actually being dealt with then you'd think you could say something about it other than "stop complaining we're dealing with it". It's just... it's not like this is the first time this happened Spencer. The wardens wouldn't do anything and the inmates couldn't, but something had to be done.
Look, I know things aren't perfect here, but you could have tried a more...diplomatic approach. It might have kept you out of zero and...well, I certain didn't appreciate how you dealt with me.

People get hurt here all the time! This only happened because when those people are us? It all seems to matter a little less!

Spencer, I didn't want this to go down the way it did but... this has been happening for months and nothing ever changed. We had to risk it, or nothing ever would. Just... not you. I couldn't let you get hurt if it went wrong.
It would have depended on the wardens? So I suppose Charlie's shooting spree was our fault? What exactly was it that Sam did to him, Billy? From what I hear, there were two dead before the riot even started, not to mention what you were hoping to accomplish with what happened to Libby...
[He shakes his head]
We're not infallible, neither are you. No one here is. I only try to do what's best for you and look out for you, which I thought I was doing an ok job of, but now...now I don't know, if you're so unhappy with how you're wardened.
[At this point, Billy slams his hands against the bars. He doesn't have to pretend to be upset now, the mention of Libby was enough that he's practically shouting.]
What happened to her had nothing to do with us! Sam, was my friend and I'm sorry for what happened to him and I do take responsibility for that and It shouldn't have happened but if you are going to walk out of here believing that I ever would have had anything to do with what happened to Libby then--
[He cuts himself off, turning away from the bars. Spencer wants to walk off? Fine. After everything they'd been through together, and the lengths Billy had gone too to protect his friends in the past? If Spencer honestly didn't believe that he'd tried to do the same for Libby, then Billy really didn't care what his warden thought right now.]
What would have happened, Billy, if Charlie had gone after Libby instead of Sam? You say he's your friend and you take responsibility for that, but not for Libby? You took part in a riot Billy, and from the sounds of things, you were pretty deeply involved. You can't take credit for some of the events that occurred and not for others. That's no different from accusing all the wardens for the actions of one.
[He sighs again]
I know what you wanted to do, Billy, but you have to accept that along the way, things changed. And I know that you wanted to do something positive, I do, but you did end up hurting your friends, whether you meant to or not.
