Start out with your base. Resize, crop, etc.



Add a levels layer, and click auto levels. This brightens the image a little bit.



Add a curves layer, and input these settings: RGB: output: 141, input: 105; red: output: 138, input: 114; green: output: 133, input: 110; blue: output: 138, input: 120. This layer brightens the coloring in the image.



Add a vibrance layer, and input these settings: vibrance: 100, saturation: 50. This layer gives the strong bright coloring. It's a little overpowering, so we will tone it down with the next steps.



Add this texture by ?. Set it to screen 60% opacity. This layer gives the icon a shiny quality, one of my favorite things!




Add this texture by rustyhalox (which I already gaussian blurred at a radius of 12), and set it to soft light 40% opacity. This layer warms up the icon's coloring just a little.




Add a brightness-contrast layer, and input these settings: brightness: -20, contrast: 20. This gives the icon a little more definition.



Merge your layers together, and sharpen. Voila!
