I am five foot nothing, so I am always terrified about things making the leg look short - for years I refused to wear skinny jeans for fear of the stumpifyingness (Frack finally convinced me to try, and it does seem I will agree to wear them under controlled circumstances, i.e. with a longer, tunic-y top, where Lindsay Lohan would wear leggings, or like, nothing).
BUT, when I was younger I have been able to make shoe boots work in the winter months with a short skirt and opaque tights the same color as the boots and a stacked heel. Now I am older, I am considering revisiting this style for fall, simply because ankle boots will less easily fall off my damn feet.
Also people should never tuck the bottoms of their pants into their shoe boots unless they want it to be Hammer Time. (See your comments on jeggings etc etc.)
