Luna did not intentionally follow Pansy around. Really, she didn't. Not at first, anyway.
At least, her mind hadn't intended to. It was entirely possible that her feet had other plans.
Suffice it to say that she had seen the other girl quite often in the hallways that day. Maybe she had simply noticed her presence more, ever since she talked to her; it wasn't as if she had paid much attention even to Harry until they had met on the train. She was used to simply accepting that other people existed and tended to tune them out until they made their presence known.
But the amount of times she had seen Pansy even before lunch was beginning to seem like more than just a recognition of a new face in the crowd. It could have been an unconscious desire to see her, for Luna found the girl fascinating: didn't it go against all laws of nature for a flower to enjoy being stuck in the depths of a dungeon? She probably knew things about the world that Luna could never even imagine.
It was when she spotted Pansy leaving the Great Hall after lunch that she actually made a conscious decision to follow her. Study her from afar, as she might a Crumple-Horned Snorkack or a Nargle that she had spotted somewhere in the forest.
She tried to look as inconspicuous as she could, but inconspicuous, for Luna, did not usually work. It consisted mostly of humming very loudly to pretend that her mind was elsewhere and making her eyes as unfocused as possible. This would have created problems with banging into people, except that most of the population in Hogwarts kept their distance from her, as if she walked in a bubble.
She could only hope that Pansy, at least, would be fooled.
