Lulu had ventured to the library to look at previous records of the heads of the Emergency Planning and Preparedness Committee. She wanted to know what they'd done, how they'd done it, and how effective it was. At least recently it was not effective in the slightest. She was going to change that. And while she was here, she planned on checking something out for Moira. Some magical book she thought the library had but hadn't looked for.

When Lulu couldn't find the book in the shelves, she asked the librarian, who pointed her to a blonde woman sitting at a table with a Lot of books around her. Apparently she'd taken almost all of the books involving laws, and the records were in the back of one of those books.

"Hello!" she said brightly. Lulu thought the woman was at her Halloween party, but didn't quite recall.

There was a particularly fascinating passage regarding deployment of armed forces and Integra found herself so enraptured that she didn't notice the young woman's appearance until it was too late.

Looking up from the book, she smiled pleasantly. "Hello. May I help you?"

Lulu smiled back. Good, hopefully this wouldn't be an issue.

"Hopefully. The librarian said that you happened to be using the book I was looking for and I was wondering if you were by any chance done with it yet."

That was good. Nice and friendly.

"Oh, and I'm Lulu, don't think we've met."

"My apologies." Integra looked down at her stack of books and began to think that perhaps it had been too much. "Please, help yourself."

At the introduction, she smiled yet again, primly, and offered a gloved hand. "Sir Integra Hellsing. I do believe I recall seeing you at the...party. Yes?" Integra could do friendly. She was right pleasant if in the proper situation.

Lulu grinned. "Thanks," she said, as she started looking through the books for the right one.

She stopped her search in order to shake Integra's hand. "Oh, yes. Probably. I was a princess. Everyone seems to have had a great time. Oh! Sir Integra. You're the person heading up the prepare against zombies division, right?"

"Vampires and undead ghouls, yes." It was a gentle correction -- Integra preferred alternatives to the word "zombie."

"Though the more I study this town, the more it seems my services will be needed in a general strategic defense capacity." She wished she had coffee. Or a cigar. Two things strictly prohibited in libraries. "I've discovered that our undead population is -- relatively -- harmless."

Lulu nodded. "Well we've only got one vampire I can recall. And of the previously dead, they all seem to be harmless in general. There are also the time travelers who aren't quite dead. But once again, harmless mostly. I'm guessing you don't fall into the previously dead category. Are you a time traveler?"

"London. About ten years ago." Integra squinted at something in the volume before taking a moment to scribble something down in a notebook in long, flowing script. "There seems to be a strange concentration of British folk in these parts."

Lulu nodded, letting out an "aha!" finally finding one of the books she was looking for.

"There definitely is. I'm not sure why, but it's amusing. There are easily more British people here than any other nationality I can think of. Which is, granted, amusing, but curious."

"Perhaps then I ought to focus my efforts on what is stealing all these people away from the United Kingdom." It may have been hard to tell, but Integra actually sounded amused by the prospect. "Before you realize, we'll have a full-scale colonization on our hands."

"No, I highly doubt it would be. Or useful, for that matter." She flipped another page, scribbled another note. "I apologize. It seems I've forgotten to ask the most basic of questions. What exactly are you looking for?" Though Integra was far from being one to pass judgment, Lulu did not seem the type who would idly read up on her law books to pass the time.

"Preparedness?" Integra quirked an eyebrow. "Referring to 'in case of emergency?'" From what Integra had seen, this town could use such a committee.
