This is lovely. I like the Doctor having trouble meditating, 'cause he really would. But, yes, he also would be able to get into it in the end--for a while.

I think he's displayed signs here and there that he is capable of something very much along the lines of meditation. But, yeah, he has such a naturally restless mind... And I see that as being especially true of Nine, perhaps.

Agreed. Nine can't keep still, because he has things he doesn't want to think about, running away from thinking about Gallifrey.

To a lesser degree, I think Ten is also the restless sort. And Six.

I'd have said Four before Six, actually, but, yeah, it's something of a consistent trait in the man.

But, yes, I think that's exactly the truth of Nine.

Four is dynamic rather than restless, I think. Not quite the same thing. But you could be right.
