I DON'T WANT TO BE CUT!

Um. I honestly don't know. That was never the point of the book for me. The whole "being unstuck in time" to me was really saying something about free will. Also, I never thought of it as Time Travel per say. It's kind of hard to explain, but it was that his consciousness was traveling, not his body. Which I think is different than time travel. It was like the time was happening at once, and where ever in that massive moment his mind was at the time was where he was. So yes. That's all that I have for you. SORRY.

It's confusing to explain via the internet. But I hope this helps a little bit? I don't really know what I'm trying to say.

I TOTALLY FORGOT TO MENTION HOW THE WHOLE 'FREE WILL' THING FACTORED IN AND HOW IT RELATED TO TIME TRAVEL AND INSTEAD BABBLED ON AND ON ABOUT HOW IT SERVED TO BETTER EXPLAIN BILLY'S CHARACTER.

GOOD. Also, I do think it related to Billy's character. It's where his apathy comes from. He has seen the beginning, the end and the middle and he knows how things are going to happen and he either doesn't care to change it or he knows that he can't.
