Speed and Fuel Efficiency

Is it true that the slower you drive the more efficiently you are using fuel? I thought I read somewhere, for example, that going at 55mph is somehow the 'optimal' speed, efficiency-wise.

But how about in-town driving? I know someone who crawls around at 10 and 15mph because he insists it uses less fuel than going at 30 or 40. But how about the argument that driving slowly (aside from the invonvenience it causes other drivers) means that you spend more time on the road, and hence burn more fuel?
