I know that they don't like it. I adopted a 9 year old cat that had been abused and never had her teeth and nails cared for. It took forever before she would stop hiding, let alone sit on me. And she never willingly let me brush her teeth or trim her nails. I felt SO guilty, because she couldn't understand why I would torture her like that. Just like a child doesn't want shots, but you do it whether they squirm and cry or not because you want them to be healthy. I guess that I think of those things as minimum level of care, just like feeding her, but maybe other people find that it's an extra.
I don't think it's a matter of effort on the owner's part. It's more a matter of getting scratched or bitten by a cat that doesn't want you putting anything in it's mouth. If there's already tartar built up, no amount of brushing will remove it.

The dental treats may get eaten if they are the only food available between scheduled feedings.
