I just have to say, I was in a similar situation (from the little you've said), and I eventually had to give up. I had all kinds of information and used all kinds of websites to stalk. However, I could never really come to a definite answer of who, exactly, I was talking to. The web of lies were taken from someone else's life entirely, along with pictures, so nothing was ever concrete. Spokeo.com will give you some answers, like mentioned, though it's not always correct. For example, my cell phone number pulls up a completely different person. I also don't exist on spokeo.com. The best resources I had were Facebook and Google.

The police can do it unless they're fucking with their number with a program. This is assuming there are any threats or harassment. You can generally Google the number to get some info for free.
