Normally either when I start having headaches while driving or when I notice that I just can't see as well. But if money is a problem I wait until I am more secure financially.
I've had glasses since I was eight and contacts since I was thirteen... I have eye doctor appointments like every year or something, and I just do what they tell me to do and get the new prescription. (Except for one time, a doctor tried to convince me that not wearing my glasses/contacts would ~strengthen my eyes~ and return my vision to normal because it had ~happened to him~ and it was the biggest load of BS ever.)
Anyway. Both my parents, especially my dad, have terrible vision so I'm just assuming that my prescription will keep getting stronger and stronger for awhile.
I've been partially covered under benefits for most of my life, so I go for a yearly checkup and upgrade accordingly.
I guess I don't upgrade my glasses often anymore - I use contacts most of the time. Usually I'd get new lenses for my glasses (not new frames) but since my prescription is only changing by minute bits these days I'll probably just leave them.
I think your eyes can change any time, not just when you're growing. I go for an exam yearly and each year I have a new prescription - it's expensive but I figure vision is kind of necessary. I'm thinking of going for an exam and taking the prescription to an online place to see what I can get for cheaper - friends have had luck with doing that.

Funny you bring this up today - in 2 hours I'm off to the eye doc to get my contact lens exam/order new contacts :-D
