I think this girl has the right idea. Starting fires indoors might be be a bit risky, but it's ultimately less dangerous than freezing to death. Is there any way we can get something like this going in all the major buildings in the city? It'd be good if people with fire-controlling powers could stand by and keep things safe, too.
