America/Japan - Leaving lovenotes for each other
This meme needs more AMERIPAN (America/Japan). Anyway, my thoughts are that America realizes his feelings for Japan, but is awkward and doesn't really know how to tell him without being awkward and potentially damaging their friendship. So America leaves a rose (his national flower) at Japan's house on the same day every week with little notes attached, telling him what he likes about him. Japan figures out that it's America, and feeling the same way, wants to tell him. But Japan is also unbearably awkward, so he does the same thing to America, except he leaves a little branch of cherry blossoms every week (his national flower.) The content of the love notes/the method the flowers get there is up to the anon.
Bonuses! 1: They have other people deliver them because they're so awkward about being in love
2: Other nations know about the slow courtship but don't realize that they're doing it for each other
3: they continue leaving the flowers even after in an established relationship
