Japan->America - One sided love
Japan has a corner of his mind that has all the stuff that makes other nations go "wtf". Unfortunately, he is directing it towards America at this point due to him being in love with America. Since he is shy though he is unsure of how to pursue him. Japan thinks he probably doesn’t have a chance so he tries to stay close to America in all other ways possible since he can’t date. Some ways just happen to be more creepy then others. And perhaps he even tries sabotaging America's dates or spreads rumors just in case...but its in the name of love (I'm thinking about those mangas that thats often used as an excuse for doing ...strange things...)

Bonus one: Japan does get creepy, as in doing things like ‘panty raids’ (and finds actual panties? If there America’s however…) and kisses/makes out with America when the other is sleeping or rubbing up against him in crowded subways. Maybe going so far as to masturbate to the others phone calls or touching America while he’s asleep which makes America a bit confused when he wakes up (i.e. questioning why he always get hard when Japan is near).
Bonus two: America knows about what Japan is doing but Japan is one of those few people that he is really close to and he still does consider him his best friend so whenever Japan enters he’s creeper moods or tries to pursue him with romantic intentions America tries acting like an oblivious idiot to prevent from hurting Japan and their friendship. If you add this with bonus one (being awake when Japan is doing certain things...) I will love you forever <3
Bonus three: America is already in a relationship with either Russia or England. If its Russia then they often compete for America's attention and he is constantly trying to get them to not kill eachother if its England he doesn't believe America has a real problem (since their friends) so America tries suffering in silence.
