Not exactly. In my world, there are souls who - for one reason or another - are too connected to the mortal world to pass on to the next phase of life. If a shinigami doesn't find them and purify them, they turn into Hollows.
Hollows are... monsters. The devour the souls of the dead, and the living, and that soul is lost forever.
