Maybe not everyone. Wouldn't it be counterproductive to have amoral people rebuild your domain?

Amoral people are perfectly capable of laughing and crying. Isn't that what they want from us?

At first, yes. But people who have no inhibitions are difficult to police, which most gods like to do. Maintaining safety and order would be difficult, never mind replacing the people who get murdered.
