Who knows the answer to my question?

I just saw this post over at the fandom created stuff community on LJ about a sale of keychains with chibi version of the character (not her original character, mind you) by a fanartist.

My simple question is "Isn't that illegal?"

I mean, they may not come after you for selling a keychain for $4 a pop here and there, but in principle, to sell a reproduction of your fanart of copyrighted (and might also trademarked) manga/anime series...

Can someone enlighten me on this issue?  I think I've read somewhere that one could sell an original piece of fanart (kind of confusing...lol and what if the original is a digital art?  now I'm doubly confused...),  but if the artist made reproductions for sale, then it was illegal, yada yada yada...

This case I mentioned above is a definite sale of reproductions/multiples of fanart with the name of the official series slapped on in identical font and all.  Just reeks of "illegal" to me...
