I've confined Mister Bernadette to his quarters. He decided to sit out the conflict with the 4423. He says that the reason is that he's under contract to not take action against the 4423's crew. I can't decide if hiding this obvious conflict of interests from us is better or worse than dereliction of duty

After a lot of coaxing. Seems that he's still under contract with those pirates, and as such could not participate.
