It isn’t running - not in the strictest sense. Yes, Jonathan Crane is moving as fast as his considerably long legs can manage. Yes, he is dodging down a series of darker and narrower alleyways near the Gotham Docks. Yes, he’s heading for the network of tunnels under the city, planning to vanish in the maze.
However, he’s not running away - that would imply weakness. He’s not afraid of being caught, or of the almost certain beating the Bat-man will dish out should he manage to catch him. No, he’s merely avoiding the inherent inconveniences of dealing with Gotham’s criminal justice system. He’s making sure that his work isn’t paused while he waits to escape again. He’s saving a confrontation with Bat-man for later, when he’s better prepared, or the Bat’s less-prepared. He’s not afraid - he’s just practical.
Running? The man who mastered fear? Absurd. However, discretion is the better part of valor, and Jonathan Crane is a very discreet man.
