            The individual’s reaction to sudden change is by and large an easy thing to predict. While we are all special snowflakes in our own minds, we all have a lot similar values and goals in life. Such as say, having sex. Most of like sex. Most of us like sex a whole lot.
            Now society's reaction to sudden change, that is something else entirely. There are a myriad of factors (political leanings, religion tolerance, the price of sex on Sunset compared to Hunts Point, etc) that make such predictions near worthless. So when the majority of the condom using world heard these facts, they took the following action. They put a warning label on all condoms explaining the possible risks (however slim) of penile cancer. This to them seemed quite reasonable.
            America on the other hand jumped a bit differently. The FDA banned the electronic testing of condoms as well as the importation of any electronically tested condoms. Their actions seemed to mimic exactly what they did with saccharin years earlier.
            US condom manufactures were obviously confused and certainly were not agreeable to taking this lying down. The following months brought conferences, court cases and well, condoms. In the end the great communicator addressed the nation and stated that the act of reproduction should not have anything in common with Russian roulette and settled everything by signing into law a ban on the testing and any condoms associated with it. Most of the public agreed with him, somehow forgetting that unprotected sex had always been a game of chance with the various STDs floating out there. Including some new one that the president had yet to even acknowledge existed publicly.
            It came down to this. Condoms could be produced in the US and not tested. These condoms would then have to be labeled as such so the consumer was not caught unaware nine months later. The other option was to find another way to test them.
