Omi...well, let's ignore the soft spot of "first cosplayed character". I definitely like Omi as a character, largely because of the identity issues that make up, like, all of his character development. Character development? In Weiss Kreuz? Not much, as far as I can remember... I think it's the personality he seems to display (normal genki teenage boy) despite the fact that there's all that assasin training and whatnot underneath.
2) Is he/she important to the general plot?
Given that most of the plot of the first half of the series is centered around his family members, I figure it's safe to say yes.
3) Can you relate to this character at all? Do they grip you emotionally?
Omi...oh man. I definitely don't relate to the stuff he goes through so much, but the way the ground kinda gets pulled out from under him identity-wise there? I feel for the kid, really I do. The "my 'uncle' made me an assasin thing"? Yeah, I feel for him over that too.
4) How much do you like the fandom that this character comes from?
I am unfamiliar with it, so I have no opinion.
5) Do you ship this character with any other character? Or, are you particularly intrigued by their relationship with any other character(s)? (romance-wise or platonic)
I don't really ship anybody in Weiss Kreuz. The dynamics of Weiss as a whole intrugue me even if they aren't really shown in the show, though, so we'll go with that.
6) Is there anything about the character you would change?
Make him look more his age instead of twelve? I got nothin' else...
7) If you were in the fandom with this character or knew this character in real life, how do you see yourself interacting with him/her? (Would you get along well? Fall in love with? Dislike? Friendly rivalry? etc etc)
I...I think I were in Weiss Kreuz, I'd be one of the anonymous dead people. Because people die left and right. If I knew Omi in real life, though, I'd probably see if I could get him to help me with computer issues when I had them.
8) Does this character make the cut as one of your all time favorites (if you like) or least favorites?
I'll assume this question is referring to within just Weiss Kreuz. Omi's definitely one of the top favorites (everybody else in Weiss is up there too, and they jostle each other around for top position).
9) Would you hype up this character (if you like) or warn about (if you dislike) to someone whose new to the fandom?
...Not really. I'd rather let them draw their own conclusions about him.
10) Is this character popular with the fanbase?
This is another one of those questions that requires that I know something about the Weiss Kreuz fandom, isn't it? So, uh, no idea. Probably?

Yeah...which family member was it that pimped Omi out? Can't remember, and Nate won't watch it with me at all.
Check fanfiction.net for fanfic. I think there are still a few shippers there.
