I've got two tutorials for you tonight. Both made with PS7, but probably can be used with other programs.
We'll be going from

Ashlee Tutorial.
1. Make your base. Sharpen once or twice; whatever your preference.
2. Duplicate your base. Set it to Screen 50%.
3. Duplicate the Screen layer, set it to Soft Light, and switch the opacity to 100%.
4. Make a new layer. Fill with #FBB058. Set to Multiply 26%.
5. Duplicate the Screen Layer again. Drag to the top, Desaturate and lower the opacity to 25%.
6. Duplicate that, change to Soft Light 100%.
7. Make a new layer. Fill with #FFB1E8 and set it to Colour 25%.
8. Duplicate the Desaturated Soft Light layer and drag it to the top.
9. Make a new layer. Fill with #000747. Set to Exclusion 50%.
10. Duplicate the Desaturated Soft Light layer again and drag it to the top.
11. Make a new layer. Fill with #FFF000 and set it to Darken 30%.
12. Duplicate the Desaturated Soft Light layer again and drag it to the top.
13. Duplicate the Exclusion layer and bring it to the top.
14. Add
this layer and set it to Screen. Then add some text in Georgia Bold and Italic.
Dana Tutorial.
1. Make your base. I chose not to sharpen this particular picture.
2. Duplicate that and set it to Lighten 100%. Desaturate.
3. Duplicate your base and bring it to the top. Set it to Soft Light 100%.
4. Make a new layer. Fill with #000839 and set it to Exclusion.
5. Duplicated the Desaturated Lighten layer. Bring it to the top.
6. Duplicate your base and bring it to the top. Set it to Multiply 100%.
7. Duplicate that and set it to Screen 100%.
8. Duplicate the Exclusion layer and bring it to the top.
9. Make a new layer. Fill it with #90377E and set it to Soft Light 30%.
10. Duplicate the regular Soft Light layer you made in step three. Drag it to the top.
11. Duplicate the Exclusion Layer again and drag it to the top. Lower the opacity to 50%. Merge all layers and add a 5px border in white.
