Per to my operation, I had reinforced the security between the Abyss and Terra. This man does not have the resources to breach it, however if he is a conern I will attend his residence and make it clear that we do not play around.

Problem is that they're trying to rally people in the other levels, and their stupid energy somehow works. Last thing I want is some sort of miniature multi-level gang building up.

And yeah, the POW camp is secure, but that doesn't make it any less a nuisance if they're making attempts anyway.
