As a thought, how about harsher punishments for those clubs/bars who serve people too much? So, to put it in very simplistic terms, if there's a fight outside Hustle every Friday, Hustle should be the one paying the price. That would be a way to not punish those who choose to drink responsibly (by raising prices or limiting their access to alcohol) and will encourage responsibility on the part of those establishments selling the alcohol.
Look at it as a parallel to the harsh punishments doled out to those places who are willing to sell alcohol to kids (directly or indirectly). Now that the blame has been shifted to them, we see serious changes- challenge 25, private prosecution, etc. As a result, it is significantly more difficult for under-18s to access alcohol. It was always illegal, of course, but it was just never that strongly enforced, comparatively speaking. Equally, there are laws right now about serving alcohol to someone who is already drunk (I can't remember the precise wording off the top of my head) but this is not something that's particularly enforced.
