Miriam says Angie a ‘zero’ for Energy

Sen. Miriam Defensor Santiago on Thursday urged Angelo Reyes to decline the energy portfolio, saying Reyes has no competence to head it.

“He knows zero about energy. Reyes singularly lacks the background and qualifications for the job,” said Santiago, chairperson of the bicameral Power Commission that is overseeing the implementation of the Electric Power Industry Reform Act.

Malacañang announced Wednesday the transfer of Reyes from the Department of Environment and Natural Resources to the Department of Energy. Former Manila mayor Lito Atienza will take over DENR, while Energy Secretary Rafael Lotilla will give way to Reyes.

Defensor said Senate President Manuel Villar had assured her she would be a member of the Commission on Appointments again in the Fourteenth Congress. She warned that she would use a CA member’s veto power on Reyes unless he declines the Energy post.

“I am serving notice that I will invoke Section 20 of the CA rules, which allows one member to veto any nomination,” she said.

Reyes, a former chief of staff, had already headed three departments-national defense, interior and local government, and the environment and natural resources. Santiago disagreed with Executive Secretary Eduardo Ermita that Reyes did good at his previous posts.

“If he was doing good in all those departments, why was he kicked around like a political football? It only means he is surplus age in the Cabinet. Reyes is a sentimental bric-a-brac who was washed ashore because of the turbulence of people power,” she added.

Santiago blamed Reyes for allowing a permit to be issued to a Korean firm to build a spa on the crater of Taal Volcano. Reyes later canceled the permit.

“If Reyes knew of the application, then he should have stopped it earlier. But if he did not know of the application, then he was an incompetent administrator. In either case, he was guilty of a crime against the administrator,” she said.

Reyes told reporters Wednesday night he was “looking forward for the chance to contribute” as energy chief.

“I would like to thank the President for believing in my competence. She believes that there’s a lot of work to be done at the Department of Energy. And she thinks these matters are in need of urgent attention,” he said.

Reyes said he knew about his new assignment a few days earlier.

Reyes said he was confident Atienza would continue what he has started for the environment department. He said, however, that Atienza would certainly have his own priorities.

“With all humility, I think I accomplished a lot. I have shared with the department my competence, passion and hard work for a sustainable development. It is the best department in the Philippines before I assume the energy post,” Reyes said.
