You needed a JP cellphone or home address to sign up and vote that year. So it was only people living in Japan voting (which shows a more accurate view of their favorites).

The year before that you needed a Japanese cellphone-email or home address to sign up and vote. That year majority of the winners were Japanese. But last year was international (I think for relief aid) and all the winners except one or two were Korean or American.
