Read my ETA to my post. I do not think she is. Claire Holt is done with TO and it seems like she may be done with Rebekah period. :(

Yeah, there could be something sneaky going on, but it seems more like something shady.... still, yeah, you never know. A part of me is hoping she shows up as a series regular on TVD!
