Syrian amendments to the Russian Constitution
According to some Lebanon newspapers and discussions in the Arab speaking social resources Syrian regime crossed out the proposed Russian project of the new Syrian Constitution.
Thus in the first article where the word “Arab” has been annexed to the term “the Syrian Republic.”
Damascus does not approve of any formula pertaining to the “areas’ associations” in the constitution. In other terms, the very existence of these associations rather than their large jurisdictions is being disputed
The use of Kurdish languages is refused in fact.
The clause that reads “Syrian citizens have the right to teach their children in their mother tongue at the public education institutions” has been changed into “only in private education.”
The clause on the armed forces as a "society’s surveillance that do not intervene in the political interests and do not play a role in power transfer was also crossed out.
Damascus rejected the article that reads: “Syrian is formed of administrative units.” and maintained the name “people’s council” (instead of the people’s association) as well. Regime has removed jurisdictions that were included in the draft such as: “appointing and sacking the president of the national bank”.
By no means regime reestablished two consecutive terms of president instead of “only one term.” (and what did you expect? V.A.). More over the candidate on the presidential post must be Syrian-born to two Syrian-born parents,removing the clause indicating that “the president is in charge of mediation between the state’s authorities and the state and society.
The appointment of high-ranking employees is a part of the president’s jurisdictions. The amendments added Assad some new legislative powers (which was not part of the draft)
The clause on “appointing the deputy prime minister and the ministers in accordance to the proportionate representation of all the sects and ethnicity in addition to devoting some posts to the religious and ethnic minorities.” was also crossed out. As well as crossing out the government's role in appointing and sacking civil and military servants according to the law. As in previous the government only issues decisions (crossing out “decrees”).
But the supreme constitutional court is to be formed through a presidential “decree”
The regime redaction has maintained the name “Syria’s Central Bank” instead of the suggested “Syrian National Bank”
The regime amendments include the article on “ acknowledging ideological diversity in Syria. No ideology should be considered public or mandatory. All the social associations are equal in front of the law.”
Regime crossed out the article about international theaters and stated that “the borders of the state cannot be changed except through a general referendum.”
The new constitution is to be amended “within three years” following its endorsement rather than one year.”.
