yes, yes, three times yes! because that, to me, really is what bill acquitting baltar was all about: taking the guilt upon himself, which then in turn must have been utterly maddening for laura. and definitely because, as you point out, she needs to know that she can trust him to make the right decisions without her (interesting question: do we think he really could? he wouldn't have made the right decision without her in the very beginning - acknowledging in "Razor" that without her (and saul and lee), he would have become just like Cain - and after kobol, he never tries again to exclude her from his decision making to a point when he relies on her more than on his own surrogate daughter, when he leaves behind the fleet, when he tells his son that he "can't live without her" and we all know it's true.)
