Tsukasa is technically an angel of death, which is almost equal to a death god. That means Hisoka can fall under ERASERs too, if you want.

I think he'll fall under ERASERS, which would confuse Israfel/Tsuakasa since as far as he knows, only he and Gabriel are the only ones left from the ERASER fleet on earth.

Yes he does. xD The other Itsuki is "the only male heir" or something. :3 But since the City's psychic energies are different from his canon, Tsukasa wouldn't hesitate into placing him there if he feels the same way an EGO does.
